I might join the IETF geopriv working group. While its focus is primarily on
providing location data for emergency services, the techniques could be applied to
serving ads (or not) based on location. While the techniques can't eliminate fraud,
they can provide a certain amount of trust. Also, as a (potentially) open standard,
anyone can study the techniques and test their integrity and reliability. The working
group touches on a number of other things I'm interested in (or could be). More to
follow.
